Vitalik Buterin Unveils Ethereum Layer 2 Roadmap and Advocates for Open-Source Funding

Ethereum co-founder Vitalik Buterin has introduced a new roadmap aimed at enhancing the security, efficiency, and finality of Layer 2 (L2) scaling solutions. His proposal, which prioritizes decentralization and trust minimization, introduces a flexible multi-proof system designed to strengthen Ethereum’s scalability without compromising its foundational principles.

Ethereum’s New Layer 2 Roadmap

At the core of Buterin’s proposed framework is a "2-of-3" model, which employs three different proof mechanisms: optimistic proofs, zero-knowledge (ZK) proofs, and trusted execution environment (TEE) provers. A transaction is considered finalized when at least two of these proof methods reach consensus, reducing reliance on any single system and mitigating risks associated with potential vulnerabilities.

This diversified approach balances speed, robustness, and security, ensuring rollup finality within an hour while safeguarding against bugs in any single verification method. Buterin also cautioned that as ZK-rollups become more widely adopted, the shared codebase among different implementations could introduce systemic risks if not managed properly.

Furthermore, Buterin’s roadmap introduces the concept of “Stage 2 rollups.” These next-generation rollups aim to provide near-instant confirmations, rapid finality, and strong failure resistance—even in semi-trusted environments. However, they will still adhere to Ethereum’s established 30-day upgrade delay to maintain network stability during transitions.

Shifting from Public Goods to Open-Source Funding

Beyond scalability improvements, Buterin is advocating for a cultural shift in how the Ethereum ecosystem approaches development funding. In a recent blog post, he proposed transitioning from “public goods funding” to “open-source funding.”

Buterin argues that the term "public goods" has become overly politicized and susceptible to social desirability bias. He notes that this often results in resources being allocated based on perception rather than actual impact, benefiting those skilled in community politics rather than those delivering tangible value.

Instead, open-source funding prioritizes transparency, collaboration, and the development of practical tools that provide meaningful benefits to the broader blockchain ecosystem. Buterin emphasized that funding should not simply support any open-source project but should focus on those that offer the greatest value to the global community.
